Allan was born in Ontario in February 19, 1956. He graduated from Simcoe Composite School in 1975, attended Georgian College, and went on to receive a B.Sc., from the University of Calgary in 1986.

A.L. (Tony) Melton, ALS served as Allan's principal until he received his commission on August 23, 1999. The topic of the technical report submitted as part of the qualifying examination was "Survey of Additional Lands For Stoney Reserve No. 142B and Dual Registration of Plans."

Allan is also a member of the Executive of the Calgary Section of the Alpine Club of Canada. Hobbies including hiking, and rock and alpine climbing.
