James Eric Sweeney was born in Yarmouth, Nova Scotia in August 1964. He graduated from Yarmouth Consolidated Memorial High in 1982 and went on to attend the Nova Scotia Land Survey Institute. A B.Sc. degree in Engineering was obtained from the University of New Brunswick in 1988.

Articles were served under Bruce E. Winton, ALS from January 21, 1990 to March 24, 1994. Commission as an Alberta Land Surveyor was received on March 24, 1994. The topic of the technical report submitted as part of the qualifying examination was entitled "The Alberta Public Land Registry."

Experience in the survey industry involved oilfield surveys, wellsite, pipelines, and construction surveys all undertaken while with McElhanney Land Surveys (Alta) Ltd.

Hobbies and other interests include woodworking, hunting, fishing, and camping.
