Richard graduated from the University of the Philippines - Diliman with a BSc in Geodetic Engineering in 2000. He also obtained a diploma and a MA in Urban and Regional Planning in 2004 and 2006, respectively.

Articles were served under Alberta Land Surveyors Brian Doyle and Paul Dixon from November 17, 2009 until he received his commission on April 12, 2013. Richard is also is a licensed CLS (2010) and a licensed Geodetic Engineer in the Philippines (2003) and is a member of the ACLS as well as an examinee member with APEGA.

Present employment is as a project manager with Stewart, Weir & Co. Ltd. in Sherwood Park. He was a commissioned Officer of the Philippine Air Force until 2007 where he served as the Senior Geodetic Engineer and Land Surveyor while in military service prior to becoming the resident surveyor for Plantation Holdings in Dubai, UAE.

He also worked as a crew chief while employed with Pals Geomatics Corp. dealing with municipal and construction surveys. Richard enjoys playing basketball, loves motorcycles and is passionate about flying.
